Joshua Parker

Executive Director

  • Josh Parker is the Executive Director of His Little Ones, bringing a diverse background of experience and a passion for service to his role. He holds a degree in Religious Studies from Mary Washington and has a decade of experience in Pastoral Care and as a Clinical Chaplain. He met his wife, Laura, working together with a nonprofit supporting orphaned and vulnerable children in El Salvador and Honduras. His professional experience also includes management with Enterprise and Little Caesars Pizza. Before joining His Little Ones, Josh worked as Director of Operations for an innovative vocational and residential community, working alongside adults with disabilities. Born and raised in Virginia, Josh has lived in Uganda and Barbados. He currently resides in Texas with his wife of 16 years and their three children. Josh enjoys hiking with his family, sports, music, and connecting with others.


Andrei Duta

Chairman

  • Dr. Andrei Duta is the CEO for the Duta family of companies and an entrepreneur with a solid record of putting successful M&A and CRE deals together across diverse industries including manufacturing, industrial coatings, and enterprise services. Known for his strategic thoughtfulness and leadership, he thrives on doing business transformationally and creating lasting value for his partners. 

    Andrei views success in the marketplace as a means and opportunity to support philanthropic initiatives. He has a passion for helping children and dedicates his time and resources to initiatives that uplift and empower young lives. Andrei is the founder of His Little Ones, an organization that has been helping orphaned children in Romania for more than two decades. More recently, Andrei and his wife Apurva have launched the Duta Foundation. Whether through mentorship programs, educational support, or medical projects, their commitment to making a difference reflects their belief that every child deserves to flourish in life.

Ray Torres

Vice Chair

  • Ray Torres, Co-Founder and Managing Partner of Alta Towers Advisors.

    Ray Torres is a leader and business strategist focused on helping organizations and business owners maximize their assets and investments. Starting his career as an International Banker overseeing Lloyds Bank Plc’s Latin American desk, Ray has developed a strong mix of financial expertise and business skills.

    For the past 30 years, Ray has held senior leadership roles, including COO, CEO, Chairman, and Board member, within family-owned and Private Equity-backed organizations. His record includes consistently driving revenue and profit growth at rates two to three times the industry average and securing attractive exits for all stakeholders.

    An M&A professional, Ray has executed over 30 mergers and acquisitions valued at more than $1 billion. His industry knowledge covers manufacturing, value-added distribution, industrial safety products, metal and plastic packaging components, custom and proprietary injection molding, specialty and concrete products, decorative paints and coatings, and the services sector.

    Ray is also committed to giving back to his community. He previously served on the Board of Trustees for A Precious Child, a nonprofit serving children in need in the Denver Metro area. He currently serves on the Board of Directors for CrossPurpose, an organization focused on lifting people out of poverty, and on the Board of Trustees for Rocky Mountain Partnership. Ray also contributes his expertise to His Little Ones, a nonprofit dedicated to transforming the lives of vulnerable children, and serves on the Boards of Directors for two for-profit organizations: Sashco, Inc. and Key Klean LLC.

Apurva Duta

CFO

  • Apurva Duta is the Chief Financial Officer for the Duta Family of Companies where she oversees financial strategy, corporate governance, and operational activities. She holds a master’s degree from Brown University and is a licensed realtor in the State of Texas. Beyond her professional expertise, she is a classically trained pianist with a deep passion for music. Apurva has performed internationally in over 60 concerts, and studied piano performance at Ecole Normale in Paris, France. In her spare time, Apurva enjoys spending time with her husband and two sons, reading, camping, and playing the piano at various private events. She has a heart of service and is dedicated to HLO’s mission of transforming the lives of orphaned and vulnerable children.

James Williams

Board Member

  • Dr. James Williams is a prominent figure in the study of philosophy, ethics, and technology design. As a PhD graduate from the Oxford Internet Institute, he has focused on the ethics of attention and persuasion in technology. He is part of the Digital Ethics Lab and a visiting researcher at Oxford's Uehiro Centre for Practical Ethics, while also teaching in the Computer Science department. James's ten-year career at Google earned him the Founders’ Award for his achievements in advertising products. With a master's in product design engineering from the University of Washington and a bachelor's in literature from Seattle Pacific University, he co-founded the Time Well Spent campaign, advocating for respectful technology design.

    As a speaker and consultant, Dr. Williams works with global companies, governments, and media on tech ethics. His interests include virtual reality, languages, and the works of James Joyce. He was awarded the Nine Dots Prize and wrote the book "Stand Out of Our Light.” Dr. Williams's work influences leaders to incorporate ethical considerations in technology, ensuring it serves human well-being.

Laura Parker

Special Projects

  • Laura Parker is a program evaluation consultant with nearly 20 years in the nonprofit sector. She holds a degree in International Studies and Nonprofit Organizational Studies from the University of Oklahoma, as well as a Master’s degree in Public Policy from the College of William & Mary. Throughout her career, Laura has worked with both private and government-funded programs, helping nonprofits optimize their impact. Based in Texas, she lives with her husband and three children, whom she homeschools. Laura and her family enjoy being actively involved with their church community, hiking, nature, and reading.
